All kids — regardless of income level — in Baltimore City Schools will be able to receive free lunch and breakfast, a “great equalizer” for poor kids in the minds of many child advocates. We’ll talk to Delegate Keith Haynes, of District 44A Baltimore City, the chief sponsor of the legislation.
