AP Photo-People gather for the Civil Rights Summit at the LBJ Presidential Library on Tuesday, April 8, 2014 in Austin, Texas. Former President Jimmy Carter will be the keynote speaker on the first day of the Civil Rights Summit at the LBJ Presidential Library in Austin, Texas. The summit opens Tuesday and marks the 50th anniversary of the Civil Rights Act of 1964, which outlawed discrimination in public places based on race, ethnicity, religion or gender.
