AP Photo/Carlos Osorio-In this Feb. 25, 2014 photo, Robert Moore, 16, a student at the Dr. Benjamin Carson High School of Science and Medicine, speaks during an interview in Detroit. Robert and his brother, James, attend one of the most promising new public schools in the city. Like many high school students, they rely for transport on the city’s crime-ridden, inefficient bus system. “Some days, I don’t get home until 9 p.m.,” says the junior aspiring to a military career. Robert recounted the all-too-common phenomenon of overcrowded buses passing without stopping.
