ANNAPOLIS, Md. – When it’s this hot in the Eastport Terrace neighborhood, there’s nowhere to hide.

“Here, everybody was outside,” says 20-year-old Dajuan Gay. “Because it’s cooler outside than it is inside.”

Gay is home from college on summer break and doesn’t have central air. He says not many homes do in the public housing community.
