Less than two months after a Baltimore Police Department (BPD) officer was terminated following a videotaped beating of a city resident, another BPD officer has been fired after he was discovered drunk while on duty.

According to BPD Chief Spokesperson T.J. Smith, on Oct. 2, at approximately 1:40 p.m., Southern District supervisors were called to the 700 block of Washington Blvd., in Southwest Baltimore for reports of an officer slumped over in his patrol vehicle.

Supervisors discovered Officer Aaron Heilman in full uniform, slumped behind the wheel of the marked patrol vehicle, while it was running. Suspected of being under the influence, Heilman was taken to the Central District, where he agreed to submit to a breathalyzer, which indicated he had a blood alcohol count (BAC) of .22, more than twice the legal limit in Maryland. Any BAC over .08 is subject to a DUI arrest.

Heilman, a probationary officer, was cited and suspended. He had been working an overtime crime suppression detail after having been off for two days, according to Smith. He had started his shift about three hours prior to being discovered drunk and slumped behind the wheel of his vehicle.

On Oct. 3, Heilman was terminated by Interim Commissioner Gary Tuggle. “I looked at the totality of the circumstances involved in this case and I made the decision to terminate this officer immediately,” said Tuggle. “His actions represented a safety issue for himself and the community. I simply won’t tolerate it.”
