Harold A. Fowler

The Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) has named Harold A. Fowler as the new Chief of Airport Operations and Maintenance for Martin State Airport. In this leadership role, Mr. Fowler is responsible for the overall oversight and administration of Martin State Airport. He leads all airport functions, including operations, grounds and facilities maintenance,  customer service, security and management of Martin State Airport’s  operating and capital budgets.  

Mr. Fowler previously served as the Director of Fixed Base Operations for Martin State Airport. His earlier airport and aviation management experience includes positions with Signature Flight Support, Aircraft Service International Group, and BBA Aviation. Mr. Fowler also served in a leadership support role with MDOT’s Office of Minority Business Enterprise. 

He succeeds Al Pollard, who recently retired after 30 years with MDOT MAA and Martin State Airport. 

“Harold has the right combination of competence, strong work ethic and collaborative nature to lead  Martin State to further excellence,” said Ricky Smith, MDOT MAA Executive Director. “I also want to  acknowledge and thank Al Pollard for his many years of outstanding service to Martin State Airport.” 

Born and raised in Baltimore, Mr. Fowler graduated from Baltimore Polytechnic Institute and held an  internship with NASA at Wallops Island, Va. He is a private pilot and holds a Bachelor of Science degree in Aviation Management from the University of Maryland Eastern Shore.  

“It is an honor to be included in the rich history of Martin State Airport,” said Mr. Fowler. “The airport  is an important aviation asset for Maryland, and I look forward to advancing Martin State’s role as a  catalyst for economic growth.”

Ports, Jr. “We know that legacy of service is in  good hands with Chief Fowler and the men and women who work with him at Martin State.” 

Martin State Airport is located in Middle River, about 10 miles east of downtown Baltimore. Operated  by MDOT MAA, Martin State serves as the state’s primary general aviation reliever airport. Martin  State Airport provides important aviation services to corporate, personal, emergency, law enforcement,  and military operators. There are four flight schools and more than 200 aircraft based at the airport,  including those from the Maryland Air National Guard.
