Maryland Gov. Wes Moore has appointed Dr. Carla D. Hayden and Dr. Kimberly R. Moffitt to serve on the Maryland Public Broadcasting Commission, Maryland Public Television’s (MPT) 11-member governing body.
The Maryland Public Broadcasting Commission was created by statute in 1966 to establish and maintain a system of educational and cultural television programming for Maryland. The commission holds the federal license for the six broadcasting stations MPT operates across the state. MPT is a member of the Public Broadcasting Service (PBS).
Dr. Carla Hayden is currently a senior fellow with the Andrew W. Mellon Foundation following her appointment in 2025. She previously served for nearly nine years as the nation’s 14th Librarian of Congress, becoming the first woman and first African American to hold the position. From 1993 until 2016, she was the CEO of the Enoch Pratt Free Library in Baltimore, and also served a one-year term as president of the American Library Association.
After receiving a bachelor’s degree from Roosevelt University, Dr. Hayden earned both a master’s degree and a doctorate in library science from the University of Chicago Graduate Library School. She resides in Baltimore.
Dr. Kimberly Moffitt was named dean of Howard University’s Cathy Hughes School of Communications in 2025. She is a former dean of the College of Arts, Humanities and Social Sciences and professor emerita of Language, Literacy and Culture at the University of Maryland, Baltimore County. She is also president of the National Association for Media Literacy Education and serves as an advisor to MPT’s Maryland Center for Media Literacy and Education.
She earned a bachelor’s degree from the University of North Carolina at Charlotte, a master’s in communication from Boston University, and a doctorate in mass communication and media studies from Howard University. Dr. Moffitt is a resident of Owings Mills, Maryland.
