Montgomery County police have identified, but filed no criminal charges against a 33 year-old Silver Spring, Md. woman as the possible driver of a sport utility vehicle that struck and killed 13-year-old Deborah Roxana Reyes Casasola while the girl watched soccer practice July 1.

Police and the Montgomery County state’s attorney officials said July 3 they are still trying to decide what charges to file and against whom in  the death of the 13 year-old who was struck, along with an unrelated bystander, near Eastern Middle School.

Police said three people occupied the vehicle that apparently was being used in practice driving on the parking lot adjacent to Eastern’s soccer field at about 8:30 p.m. when the vehicle hopped the curb and headed toward the field where practice was occurring.

Witnesses said two of the occupants were seen exchanging places behind the steering wheel.  Police said analysis of video images from surveillance cameras at the parking lot indicated driver changes.

Deborah and her family, of  the 900 block of Northhampton Drive in Silver Spring, were watching soccer at the school with her family, when she  and another woman,  also a soccer spectator, were struck, according to the Montgomery County Fire and Rescue Department.

“My daughter went right under the car and was rolling under ,” Wilbert Reyes, the dead girl’s father, told NBC 4 Washington.

In addition to striking Casasola and the woman, the vehicle also hit a sign and a tree.

Casasola was then escorted to the emergency room of a local hospital with life-threatening injuries, according to county fire and rescue officials.  She was pronounced dead a few hours later, officials said.

The second victim was identified as Erundina Lopez, according to ABC 7 WJLA, andwas treated for a minor leg injury and released.

According to police, the two victims are not related.

Police said the owner of the vehicle is Roland B. Delgado-Romero, 33, of the 800 block of University Boulevard E in Silver Spring.

Delgado-Romero holds a valid Maryland driver’s license.  Police said a third person in the vehicle is a 26-year-old female, who police did not identify, who holds a Maryland learner’s permit.
