Comptroller Names New Director of mRevenue Administration Division

Wayne Green Has Served as Director of the General Accounting Division –

Annapolis, Md. (June 11, 2015) – Comptroller Peter Franchot today named Wayne Green as director of the Revenue Administration Division (RAD) effective July 1, 2015. Green has more than 30 years of financial auditing and management-related experience serving various state government agencies. He has been director and deputy director of the Comptroller’s General Accounting Division for more than four years. He oversaw the division’s $5.5 million budget and was responsible for preparing the state’s yearly Comprehensive Annual Financial Report. Green previously served as RAD’s assistant director and worked in audit and finance for the Judiciary of Maryland. Green lives in Harford County and has a daughter.

“Wayne shares my deep commitment to delivering efficient and effective services to Maryland taxpayers,” Comptroller Franchot said. “With his knowledge of state government, extensive experience in finance and outstanding management skills, I am confident Wayne will guide the Revenue Administration Division to new and higher standards of taxpayer service based on respect, responsiveness and results.”

Effective July 1, 2015, Sandra L. Zinck has been named interim director of the General Accounting Division, where she has served as deputy director. Zinck has more than 25 years of experience in all aspects of accounting operations. Prior to joining the Comptroller’s Office, she was assistant controller for Ameritox LTD in Baltimore for five years and senior vice president at Mercantile Bankshares Corporation in Linthicum for 17 years. Zinck lives in Anne Arundel County with her husband, son and daughter.

RAD primarily is responsible for receiving and depositing various tax remittances, processing tax returns, maintaining taxpayer records, distributing taxes in accordance with State laws, issuing income tax refunds and assisting taxpayers. It collected more than $18 billion in state and local tax revenue last year.

“I would like to recognize RAD’s deputy director Wallace Eddleman who served so ably during his tenure as interim director,” the Comptroller said. “Wally is an exceptional public servant who stepped into a highly challenging position prior to the filing season and worked diligently to ensure taxpayer security while ensuring the vast majority of Maryland taxpayers received their refunds within three business days.”
