New RENTAL Act amendment reduces tenant protections
The D.C. Council recently refined the Rebalancing Expectations for Neighbors, Tenants, and Landlords (RENTAL) Act, clarifying Tenant Opportunity to Purchase Act (TOPA) rules for small landlords.
