Eight months after the Justice Department announced new restrictions on racial profiling, yesterday Maryland became the first state to implement guidelines that would severely restrict law enforcement officers from singling out suspects based on race, ethnicity and sexual orientation. Maryland Attorney General Brian Frosh, who announced the new guidelines on Tuesday will be our guest.
